IRS tax lien from 1991

Q: I have a notice on my score that affected my beacon score, and cost me money on a lease. It is an IRS lien in 1991. This lien was removed by the IRS in 1991 but still appears on my report lowering my score. How do I get this lien removed from my report?
A: Was the lien paid, or IRS just removed it? If you pay a tax lien, then it stays for 7 years from the date of payment. Unpaid ones just stay until paid, and once you pay, then these 7 years start counting. So, if you didn't pay in 1991 and disputed successfully with IRS which removed it, the lien somehow managed to reappear as an unpaid lien to stay, which happens sometimes. The only way is to dispute again with credit agencies.
